Özet
Bu çalışmada, son yıllarda Türkiye’de kamuoyunu meşgul eden başkanlık ve parlamenter sistem tartışmalarının, 1982 Anayasa yapım sürecinde nasıl ele alındığı anlatılmaktadır. Bu amaçla 1980 askeri darbesi gerçekleşmeden önceki görüşlere vedarbeden sonra 1982 Anayasasının hazırlandığı Danışma Meclisi tutanaklarındaki başkanlık ve parlamenter sistem savunucularının gerekçelerine yer verilmiştir.
Son olarak, 1982 Anayasasında başkanlık sistemi yerine parlamenter sisteme sadık kalınarak yürütme erkinin güçlendirilmesi için yapılan değişiklikler sıralanmıştır.

Discussions about Presidential System in 1982 Constitution-Making Process and Strengthening the Executive Power
Abstract
In this study, contestations about the presidential and parliamentary systems on the 1982 constitution-making process, that has been occupied the public opinion in Turkey in recent years, are explained. For this purpose, the opinions in the public before 1980 military coup and justifications of supporters of the presidential and parliamentary systems in Consultative Assembly after 1980 military coup have also been explored.
Lastly, the constitutional amendments in order to make stronger the executive power in 1982 Constitution staying loyal to the parliamentary rather than presidential system are headlined.
